Dopo che un poliziotto Usa viene ucciso dai rivenditori di armi del mercato nero, il suo compagno Rudy (Robert Madrid) e il padre del poliziotto assassinato, ex agente dell’intelligence britannica, Roger Chambers (Michael York), si dirigono a Mosca per trovare gli assassini. I due iniziano a rintracciare i loro obiettivi, ma il loro piano va in fumo quando Rudy viene ferito e Chambers viene arrestato.
